AFRICAN DEVELOPMENT CENTER OF MINNESOTA

The Mission of the African Development Center is to grow businesses, build wealth, and increase reinvestment in the African communities of Minnesota. Our Work Through workshops and consultations on financial literacy, business development, and home ownership, ADC provides culturally competent services to Minnesota’s African community. ADC has been recognized a few times as the number One small business lender of the City of Minneapolis. With the help of 8 dedicated full-time employees, and our Executive and Finance Committees and Board of Trustees, ADC provides services in 6 languages to communities throughout Minnesota. ADC is dedicated to the economic empowerment and success of African immigrants. Minnesota is home to over one-hundred thousand African immigrants, many of whom face language, cultural, and religious barriers. ADC actively works to reduce these barriers and create a path for African immigrants to achieve financial success. History Minnesota, like the nation, is struggling to deal with the economic pressures and opportunities of immigration. ADC’s role in this big picture is to create answers on the opportunity side. Our work has corroborated studies showing that increasing the rates of self-employment and homeownership among “new Minnesotans” contributes to the revitalization of neglected neighborhoods and links mainstream businesses with the state’s estimated $6 billion ethnic economy. According to a recent report by The Minneapolis Foundation, 13 percent of Minnesota’s foreign born residents in the 2000 Census were from Africa – a higher percentage than in any other US state. Most Africans have come to Minnesota over the past generation as refugees fleeing civil strife in Somalia, Liberia and the Sudan. Other relatively large African populations recently arrived include Nigerians, Ethiopians, and Eritreans. This influx will likely continue. Minnesota offers immigrants an established African population, a strong economy, a good quality of life, educational opportunities, and unskilled jobs that don’t require fluency or literacy in English. In an era of budget cuts at every level of government, mainstream community development corporations lack the funds to expand their services to meet the complex needs of African immigrants. They also lack the motivation to seek out non-traditional clients: Minnesota’s down-payment assistance funds already cannot keep up with existing demand. ADC was created to fill these gaps, and we have achieved spectacular early success. Both in providing services and building capacity, our hard-working staff and diverse board have transformed ADC from a one-person, half-time operation to a highly-networked corporation serving Minnesota with innovative financial products and services.

ANOKA COUNTY COMMUNITY ACTION PROGRAM, INC

The Anoka County Community Action Program, Inc. (ACCAP) is an independent nonprofit agency, which began in 1965 under the Economic Opportunity Act. Every year, ACCAP serves thousands of residents in Anoka County, Minnesota through a wide range of programs. A volunteer Governing Board, made up of representatives of the public sector, private sector, and the low-income community, directs the activities of ACCAP. ACCAP is committed to helping disadvantaged individuals out of poverty and into the community as productive citizens. The agency offers educational opportunities, information and referral, and direct services, such as Head Start, Senior Programs, Homeownership and Affordable Housing. These programs and services help residents achieve their goal of self-sufficiency. The Community Action Program also works to educate the broader community and improve the general population’s attitude toward low-income and other disadvantaged persons. Anoka County residents can help their neighbors by volunteering at ACCAP in a variety of settings. ACCAP is funded by contracts with the federal government, the State of Minnesota, Anoka County local municipalities, foundations, program fees, and donations. Private contributions remain in the community and are tax deductible. ARROWHEAD ECONOMIC OPPORTUNITY AGENCY, INC.

The mission of AEOA is to strengthen communities by providing opportunities for people experiencing social and economic challenges. The Arrowhead Economic Opportunity Agency (AEOA) was incorporated in April 1965, as a 501(c)(3) non-profit organization and established as a Community Action Program (CAP) for the Northeast Minnesota counties of St. Louis, Lake, and Cook in response to the 1964 Economic Opportunity Act. The Agency is governed by a 27-member Board of Directors, representing an equal cross-section of low-income individuals, public officials, and private sector parties. Employing over 365 full- and part-time employees and utilizing more than one thousand volunteers across 10 counties, AEOA is widely recognized as a primary support resource for the region's low-income population. For over five decades, the Agency has grown in response to community needs and currently offers services to community members through five major departments including Employment and Training; Head Start; Housing; Senior Services; and Arrowhead Transit. AEOA is a state-designated employment and training service provider, as well as a Community Housing and Development Organization. AEOA also offers services in seven neighboring counties of Aitkin, Carlton, Cass, Crow Wing, Itasca, Koochiching, and Pine, making it one of the largest private, non-profit Community Action Agencies in Minnesota. Not all AEOA programs are offered in all of these counties.

Studies show that the number one cause of divorce and the weakening of the family structure are directly related to money and finances. This has resulted in the deterioration of many neighborhoods and in more and more cases the dismantling of family. Although there are several existing and emerging programs, products and services available to combat this; BWM has found that access to, marketing of, and the acknowledgment of the existence of these resources by its target group has been historically challenging. BWM is taking a long-term holistic approach to providing support to families in these neighborhoods. CARVER COUNTY CDA

What is the Carver County Community Development Agency? The Carver County Community Development Agency (CDA) is a local government agency administering a number of county-wide programs in the areas of single and multi-family housing, foreclosure counseling, rental assistance and economic development. Who Does the CDA Assist? Carver County is located 20 miles southwest of Minneapolis and is one of the fastest growing counties in the Twin Cities metro area based on population, housing and business expansion. Our prime objective is to assist all county residents, cities and businesses with all types of housing or economic development services. We can provide information or technical assistance to homeowners, renters, landlords and businesses. If the CDA is unable to assist you, referrals will be made. Our History The Carver County Housing and Redevelopment Authority was formed in 1980 by Minnesota State Legislature. Through the years we’ve seen incredible growth in large part due to the continued growth and development of Carver County. In 2002, we were granted Economic Development Authority powers by the state legislature. Although the focus of the Carver County HRA hadn’t changed, our roles in Carver County communities began to expand, leading us to a legislative name change in 2006 from the Carver County Housing and Redevelopment Authority (CCHRA) to the Carver County Community Development Agency (CDA). Through the name change we wanted residents and businesses to know that we had expanded our role and services even further. Our Board and Staff partner with our cities, chambers of commerce, local businesses and residents to promote Carver County as an exceptional place to live, work and play in the Twin Cities metro area. To date, we have pumped more than $140 million dollars into our communities for downtown and neighborhood revitalization. CDA staff assists approximately 3,000 clients per year with various housing needs. These needs will increase as Carver County’s population is expected to approach 200,000 by 2030 — three times the number of residents since 1990. The County has one of the strongest housing markets in the metro area, outperforming the region even during the recent housing slowdown.
